Scandisk/Defrag problem

My problem is similar to the one in the following thread, except that my keyboard (and everything else) is working perfectly fine. It's just that sometimes it will not finish scandisk, and i dont think ive ever seen defrag go past 3%.

I am running Win 98 on a Pentium 4 1.8 gHz, with (i think) a 30 gig hd. if you need more sytem info, ask and i'll try to find out.
Any help would be greatly appreciated.
