I run Windows XP Home/ and have a Canon Scanner D1250,
Why do I have to use a program like Paint Shop or Broderband Media manager
    to open my scanner

You don't have to. You can download the Canon ScanGear Toolbox software for free here

Thank you LEV, FOR YOUR ANSWER TO TO THE SCANNER START UP PROBLEM,
I downloaded the tool box , when I try to install I get the same message
that I do when I try to install the software from the install disk that came with the scanner.

    C:/Windows/ System32/ Auto Exe. NT.
The System File is not suitable for running MS-DOS and Microsoft
    Windows Applications.
    Still:confused: WoodWorker

    You're welcome :)

I know this works perfectly with XP Home as I have it myself for my Canon scanner. So I'm thinking something else is going on, but I'm out of my depth to suggest what.

    Any suggestions for Woodworker, guys?
