Screen capture issue, frustrating

This only happens when I'm using Corel Paint Shop's screen capture tool. Other screen captures I use don't seem to have this issue.

The issue is, when I highlight the area I want to screen capture, the outline box or frame is also captured. So when I look at the captured picture, there is always an outline on my screen captures. It doesn't happen to every single capture I take, but sporadically on average once every 3 or 4th capture.

Does anyone know why the highlighted outline is being captured as well? It seems that it might have something to do with lag of some sort. Usually the outline box disappears when you click capture but something is causing it to not disappear quickly enough before the capture is taken.

interestingly i tried doing the screen cap on my other screen (i have dual monitor setup) and it doesn't have any problems so far on the other monitor.
