For a long time, I've only been using ATI 8.3 driver for my VistionTek Radeon x1600 hdmi video card. This driver was stable and did not flash on startup or everytime it was refreshed. Finally, I figured out that I can update the driver if I use ATI tray tools instead of Catylist control Center. The 8.11 driver flashes on startup, but stops once everything is loaded in the system tray. I used some softare to delay the startup items, but that made it worse. I use Norton Goback, which may hog resources at startup. Before everything loaded fast though.

ATI tools has a low level driver installation. Would this help?

    My specs

    OS: Windows XP MCE SP3
CPU: Intel Dual core 2.8 ghz
    RAM: 2046 MB
    HDD: 160 GB NTFS
    Monitor: Dell 1707FP (17 inch, DVI/VGA)
Video: VisionTek Radeon X1600 Pro, 256 MB HDMI, S-video
    Tuner: ATI 550

I think I found the solution, I ran msconfig, and went to system.ini, and then to drivers32, and I moved the ATI drivers up to the top. My pc booted up faster this time, and the screen did not flash as much.

    Hi

Not thinking of anything vastly useful at present on this, especially if you have re-newed your ATi GFX driver, but what is the connection from card to monitor is it DVI or VGA cable?

Also boot into safe mode and see if same happens?

The connnection is HDMI to DVI. It will boot with the default windows driver (safe mode). But it won't work with Media center. Media center will reject it.

I've also notice that my screen doesn't flash when I open or close media center anymore, since I've been using ATI tray tools.

Problem fixed: I disable ATI poller in services.msc
