Did Windows Update install a driver for your graphics chip/card? It sounds like a driver issue or perhaps an unsupported screen resolution problem.

Restart the laptop and instead of safe mode, select the 640x480 low resolution mode. reset your desktop resolution to the recommended one when you get to your desktop.

If that does not work, uninstall the current graphics driver while in safe mode then reboot. Download the newest driver from the manufacturers website and install it then reboot again. You should again be able to set your resolution to the recommended.
