I have two PCs, wired to a Linksys WRT54GC router, which is connected to a Motorola modem, which is connected to my cable internet. PC1, the one in which i am posting this on, connects to the internet just fine (well, the computer is a little slow but that's another issue.)

PC2 is not so lucky. PC2 is a Dell Dimension 4600. PC2 does not connect very well to the internet. It IS connected, i can surf the internet via IE at roughly dial-up speed. I installed StarCraft, and it's update service had no issues downloading the newest patch. However, AVG has no such downloading luck. I dled it from PC1, flashdrived it to PC2 where it tries to execute an update at a download rate of a blazing 3 kb/s I can ping the IP address and websites with no issue. I have downloaded the latest drivers for my Ethernet port thing.

    Any ideas?

Internet connection speed is affected by many factors, others can be attributed to ISP and the service plan, the number of computers connected and the bandwidth usage at that time, some times the gateway settings and proxy server settings, can also affect internet speed,
How ever individual computers contribute a lot, as a computer that is loaded will always be slow in executing any program including surfing, the fire wall settings also affects connection and speed, sometimes some anti-virus contribute to that since they need to scan each web page you visited.

Try other browsers like Mozilla Firefox, always try doing disk cleanup "cleanmgr" command,
if possible change the Ethernet Cable.

Ok, but whats weird about this situation is that the computer's HD has been freshly formatted. I have installed nothing but drivers on PC2, yet the internet connection is pathetic. I'll go ahead and run cleanmrg, but i'm not counting on much. Also, I switched the Ethernet cable with no luck.

Can you please download Mozilla Firefox and try using it coz some time the problem could be the IE,
if you don't like Mozilla Firefox, create a restore point, when asked by the browser to import settings from other browsers during install, select don't import any thing, and also deselect the option of 'set Firefox as your default browser'
give it a try, it may help you, if you find it makes no difference, just roll back the changes you've done by restoring your computer to the restore point you've created before installing Firefox.
