Secondary browser window is empty

When using my old computer which runs windows 98, on accessing the net and having to click on a link if a secondary window opens there is nothing in it except a view of the window below, I know this must have something to do with my browser settings but don't know how to access them and although I have looked, I don't see anything that says browser settings, can someone help, thankyou

Thankyou Adrynalyne, as it turns out, I ended up buying a new computer as that one was getting a little past its sell buy date, however I will keep that fix on file for future reference.
