Is there any reason to not use the security suites provided by an ISP?
I used F-Secure with Charter and am using Norton now with Comcast, but I notice a lot of the people I know don't use these things that are included with their service. They instead opt for other free services. I'm not sure if it is ignorance of the suite being available or prejudice against Norton or McAfee.

Garbage is why people do not use them. I would not touch Norton or McAfee with a ten foot pole.

I used to buy Norton and McAfee until both became bloated and slowed down my computer. Then I switched to a free av and my computer was peppier.

I refuse to use Norton (Comcast home account). In fact, someone at my doctor's office must have accepted Norton (Comcast Business account) and her office computers were very slow. She asked me to have a look.
I removed it and the computers were back to normal.

So sluggishness and unnecessary features are the issues? So if my computer doesn't slow down and I don't see extra things then it's fine?

A security suite provided by an ISP only provides protection against stuff you download from the internet. It would not protect you for example from an infected DVD or flash drive you were given by a friend. While I can't see any reason not to take advantage of every bit of 'free' protection offered by your ISP I would certainly not consider myself fully protected if that was all I had. I think that's why most of us use something installed on our PC to protect us, and your ISP definitely isn't providing that.
