Seems I Have A Virus That Doesn't Let Me Open/scan Files

Hello, i would like to ask for help as i happen to have (i am not sure yet) a pretty strong virus, i did yesterday a few researches to install on my Media Player Classic a code/filter to better play Webm files, they were kinda slow so i thought its a codec problem, basically, i loaded an exe file with this name : "WebM-VP8_DirectShow_Filters" , i thought nothing worked because nothing changed on the video, after turning on my pc today, neither Media Player Classic works nor VLC, when i click on a media file (Mkv files in my case) it simply closes instantly, i tried to search for fixes ect, and read that it might be a virus,tried to run a Maleware Bytes scan, but after only 15 secs it stops and says not threat detected, i tried downloading another scanner, but the moment the download is about to end it says it got canceled, so basically, a nasty virus that prevents me from fixing it. Any kind of help i can ask for?

 

I know how it works on this forums and this is not my first time asking for your help , but as i said, no downloaded program runs thats why i am stuck.
