Ok guys this computer is not very new but not old i got it last christmas, it is a dell Dimension series 4600 <if that matters.
Ok well my cd/dvd drive a ( _NEC DVD+RW ND-1100A ) or thats in the properties on the drive, it also says Microsoft as the driver provider, 5.1.2535.0 and that as the driver version.
Now ever sence i installed my extra hard drive it has been seriously messing with me, and i know how to install a hard-drive ive done it before and im pretty sure i did it correctly. This is really starting to piss me off this drive... it like wont work and i put in a cd and it never autoruns, but that would be alright, but when i try and navigate to it, the explorer window will freeze and not respond, and i have to open the cd_tray for it to respond with me, then i re-put it in, and i have to go through long processes involving restarting several times! now.. it just flatout isnt working at all... i really really need help and any help will be very very very appriciated! THX SO MUCH IN ADVANCE to anyone that trys to help me!

Go to Device manager, got any checks there any problems?
    Does that extra HDD work?

Then I'm woundering how you connected your HDD's and the other drives, what IDE channel are they on and what are they set to, master, slave, CS.

Last have you tryed to return your PC back to the configuration that worked before, and if so does it?

Device manager says its working properly, but its not

The other hard drive does work

The new hard drive is Slave as the stock hard drive is Master
IDE channel i have no clue what that is if u could please clear that up for me that would be great :)

No i havent tried to re-config the pc to itsa origonal state

The only thing i have tried is replace the power source to the drive, i just changeed the P9 to a P8, the power sources, that did nothing... please please help me! thx in advance

normally there are two IDE channels, which can hold two devices each, the Primary IDE channel should have the boot HDD set to master, the secondary IDE channel should have your CD drive(s) ... make sure you have your CD and HDD jumpers set correctly and check in the BIOS to make sure they are both on the correct channel(the physical port on the mobo)

There should be 3 flat ribbon cables plugged into your motherboard. One goes to the floppy disc drive, but that's not important. The other two are the IDE channel cables, primary and secondary. The primary IDE channel should be the one with your original(master) and new(slave) hard drives attached. The secondary IDE channel should have the CD/DVD drive(s) on it. There should be a label near the motherboard sockets identifying each.
