settings keep changing

Hi
I am having problems with my internet settings. I go to Network settings/Properties/General: tick (show item in notification area) Options :tick(display progress while connecting) tick (prompt for name & password : certificates etc) tick (redial if line is dropped) Security :tick ( Typical (recommended settings) when I restart the computer the boxes are all unticked and the Security setting is back to Advanced(custom setting) something is resetting the Network settings.
I had a popup from my spychecker saying there was a problem with my ISP and to quote this Number ( PCFW0151 ) when I bring up pages on the internet I keep getting ( This Page Cannot be Displayed ) can you advise me as to what is wrong.

My Spy Checker is microsoft spyware,and the firewall is Windows Firewall
I have tried disabling all these programs one at a time it makes no difference.
