settings not saving

My notebook is a mess. It cant run anything and crashes nearly all programs when i first start it up UNLESS it blue screens. If it blue screens at start and i restart it, it runs fine for the most part. Ive got other issues with it too... but the latest problem is this...

Whenever I try to save settings or keep anything on the start menu it wont work. I am trying to get my repeat keys to work again.. settings wont save.. hit apply and go back into it and its like I hadnt changed anything. pin something to start menu and check if it is there? nothing.

Ive got a ton of little issues like this that are driving me mad. Ive scanned for viruses in safe mode using malwarebytes and windows security essentials. Ive run the sfc /scannow thing and nothing. Hell Ive even run combofix and nothing works.

side note. everything i delete no longer goes to my recycle bin and when I use skype my mic output volume always fades to 0.. ive changed settings in both sklype and windows for this... nothing works.

If anyone can help with any of these issues.. thanks in advance.

 

another thing I noticed... when i right click and go to create a new anything... theres nothing there.

Are all of these issues a symptom of something bigger? or just random corruption from my notebook blue screening constantly?

 

Which version of Windows are you using? :confused

 

My notebook is an Asus n73jq using Windows 7.
