Should I Upgrade My Pc To This?

    My current PC I bought back in 2017.
    Specs:
    i7-7700k, ASRock Z270M Pro4 MB, 16 GB DDR4, Nvidia GeForce GTX 1070 8GB GDDR5 (About $1500 USD back then).

    I do a lot of video editing (not gaming), so I think the upgrade would be good for me but is it just a smaller upgrade or will the difference be noticeable and worth the cost?

    PC I'm looking at:
    i7-13700F, MSI MAG B760M MB, 64 GB RAM (DDR5-4800), Nvidia GeForce 3060 OC 12GB (About $1650 USD)

    *memory, case, cooling, fan, etc all included in both I just didnt feel the need to mention those*

    I was thinking of i9-13700F cpu and RTX4070Ti 32G setup but that is another 800 bucks more (so about 2400 USD)

    just thinking in terms of time savings, even a small upgrade to the computer,
    if the videos you are are editing... if they finish 10 seconds faster, or 20 seconds faster,
    over the course of several years, that can add up to a significant amount of time.
    and time is the one thing we can never get more of. so, in my mind, the upgrade would be worth it.
    oh, and your hard drives are solid state SSDs, not mechanical HHDs, right? just a thought.
