skin making prog. for jedi outcast and other things

I would like to know a decent skin making program for jedi outcast, or one that will work with other games like q3, unreal, at the same time, know what I mean?

I would like a program that can convert wmas to wav files.
Im using movie maker for windows making sound files for my computer, it used to work just fine untill I let my dad update, overhaul, reformat my harddrive and now its making wmas. im not sure what the deal is Im probably not looking in the right area and not tweaking something.(always those mundane details!).
