Skype Freezing - Tips Where To Begin / Narrow Down?

hopefully this might be a little easier than my last query - although i think these are the ones that can be 'how long is a piece of string'.

Can anyone point me in the right direction, my mums skype has been playing up with freezing for a while. Family has been complaining that it's bad, so today replaced with a new webcam (on off chance). However it seems to be even worse. Tonight, every few moments the other sides video and audio freezes, eventually it'll start working and sometimes stutter their audio when it "reconnects". Oddly a little popup comes on screen saying "camera on" (maybe a w10 thing). Its hard to identify which side is causing the problem or if it's an internet issue. Am unsure where to begin, can anyone advise on what to try? its not always this bad.

PC is windows 10, connected via wifi literally a foot from the router / ethernet when win10 decides to reconnect when waking from sleep mode (grumbles).
Using "Creative Live! Cam Sync HD Web Camera." (replacing a very old Logitech QuickCam Communicate STX)
PC: win10 64bit, revo one rl85, intel 2957u @ 1.4ghz, 4gb ram. - i think this should be 'grunty' enough to handle skype video chat?
internet: Bt infinity ~ 44 (quick speed test results: 48.7 Mbps download, 7.27 Mbps upload)

Edit: can't even uninstall the built in w10 app, when I reboot its there again. What idiot coded parts of win10. No matter which method I use.
