-"Start Menu" Classic
Very rarely when clicking on "Control Panel" will it open at once. Most
of the time it will delay from a few seconds to what seems half a
minute. This happens in 3 computers that basicly are clones of each other regarding programs and setup. There seems no logical reason like a scanning program running or any large program running in the background.

 

Try starting with a general house cleaning.
Download, install and run CCleaner. Use both the Cleaner And Registry buttons.

Do you have programs running at start up that are not needed for normal operation of your PC's? Usually, you only need your Anti-malwarel, Anti- virus, and Firewall running, although some video and audio components also will show up in the start-up, as well. (Leave those there)
You can check your start-ups with CCleaner. Click Tools, then Start-up. Any programs that you can start yourself, when you need them can be removed. (Removing them from start-up, does not remove them from your PC)
