Slow dial-up on one computer, normal on another--same phone line

A friend of mine is stuck with dial-up. It's been working normally until very recently. Suddenly it slowed WAAAAAAY down. Someone else came over and put their laptop on the same line and their dial-up functioned normally. My friend took the computer to a computer store and they tested it and said it was running OK and had no viruses or spyware programs slowing it down. Having said that, computer stores around there are not famous for their keen insight and ability to fix problems.
In any case, it sounds like either modem problems or comm settings to me. I'm trying to diagnose long-distance as they live quite a ways away. Any advice?

Use this modem diagnostic: http://majorgeeks.com/Passmark_Modem_Test_d326.html Before you run the test, you have to configure it for use with the correct COM port. So go to the Device Manager, right click the modem, select Properties, and the COM port will be shown under one of the tabs in the modem Properties. Launch the modem testing program, click the "Config" button, and the top line will be the drop-down menu for the COM port. Set it for the port number you got from the Device Manager, and click OK. Then click "Start". The modem should remain plugged in to the phone line for all testing. If it passes all the tests, then uninstall the drivers, restart the PC, and reinstall the drivers. Be sure you have the drivers before you uninstall them. I know plenty of people who didn't think about it until they had removed the current driver, then realized they couldn't get on the internet to download the new driver! LOL So be sure to download and save the newest driver available first.... let us know how it goes!!!

(BTW- the modem diagnostic program is shareware and must be purchased for continued use past 30 days; it has full functionality until then so just click "Continue" on the first screen that pops up when you run it)
