slow downloads

    I recently had Verizon FIOS installed and my download speed is supposed to be 20 MBps. Howver when I do a speed check it comes in about 4 Mbps. The upload speed is just where it should be at 5 Mbps. Another pc connected to the router came in at close to 20 Mbps on the download speed test. What could be cusing my download speed to be so slow? I am running Xp SP2 on a 3.2 Mhz Pentium with 1.5 Gb memory, 2 250 Gb HD. The cable modem is an Actiontech.
    Ideas and solutions would be greatly appreciated.
