Slow High-speed Internet On Desktop

    I just had Hughesnet hi speed internet installed. Supposed to be 25mbs. On every device I have, it is significantly faster than that--two iPads and two phones--up to 50mbs. On my two desktops however, it slows way down to 2.5 or so. The desktops are 1) an old Compaq, but it has a dual-core 3.1meg processor and a lot of memory running Win 8.1, and an Apple something (my wife's laptop) running Safari. I used Ookla to run the internet speedtests on everything. On the Ookla page there is an add for PCMax which is supposed to maximize your 8.1 PC for the internet. I downloaded the loader and ran it and it crashed over and over as Avast kept saying its files were infected. So that didn't work.
    Any help appreciated.

    Serious mistake to try and download something from an advert on a speed test sight (or any website!) so you must see that as a serious lesson. The program you mistakenly tried to install is riddled with malware and well known for it.
    You now need to make sure you have fully removed every trace of that program.
    After the above carry out a standard speed test and post here (Ookla allows you to paste a link for it) the exact figures it gives for that system.

    I fully removed PCMax using iObit remover. Using Firefox I went back online and ran Ookla. Got 34mbs, which, while not 50mbs, is pretty good and above the advertised speed. To be fair I was using Google Chrome when I was getting the slow speeds.

    go to start and type group policy and click on that when you get a pop up box go to administrative templates and then network you will find Qos Packet Scheduler then look for Limit reservable bandwidth one that pops up click enabled it will set to 20% automatically change it to 0 and you will get increase in broadband speed. Once you done that do a speed test on speedtest.net

This “reserved” bandwidth is still available to other programs unless the requesting program is sending data. If the program that reserved the bandwidth is not sending sufficient data to use it, the unused part of the reserved bandwidth is available for other data flows on the same host"

    I wouldn't recommend messing about with QoS.
