Small server configuration

Hello everyone,
im distributing internet to some computers in a rooming house, but lately i have been having some Problems with people, that arent suppose to connect, are connecting to my internet and slowing it as well. So my solution was to install a small server, that would allow me to control which computers connect to my internet and their bandwidth usage.

So my question is:
Could someone tell me how to accomplish what im trying to do? For it i have a Speedport W700V router and a computer with two network cards. What i still need is a program that would allow me to block and allow computers by mac-address and supervise the bandwidth usage. Does anyone know of such a program?

Wired or wireless?
Turn off DHCP and static all the IPs so no one can connect up as easy. Change the subnet to limit the number of IPs allowed.
There are bandwidth monitors, net nannies, etc - just google it.

 

Does your router not have have a MAC filtering feature?

If it does, get a $50 Asus WL-520GU and flash it with the free DD-WRT

@jnorman10 it has mac filter but just for wireless connections...

@foogoo just wired... DHCP is off and working with static IPs... the problem is, that anyone can use the static IPs and i cannot control who it is... plus the idea of having a server was to manage all connections and bandwidth, i even got a SYN Flood attack to my router that made it shutdown a couple of times... need a good firewall as well...
