smoothwall port blocking

    I have been using a smoothwall firewall, and was wondering that if I block a port in the "outgoing filters" section if that effectively stops anyone from using that port.

    I tested it by blocking port 80 and then trying to open a webpage (it wouldn't) but I wanted to make sure that a blocked port under that filter can never be opened.

    You block an outbound port, it will block that port. Any firewall would do that. Though, perhaps using SSH may get around that, or a proxy.
