The ground would have to freeze as deep as the river (not that deep near the Falls) in order to freeze it all the way to the bottom, or the temperature has to stay low enough long enough for conduction to bleed enough heat from the water in spite of the ground temp at that level.

 

Well, but even in the coldest climes frost line is only about 6 feet.

EDIT: And it requires a much lower temp to freeze moving water too. That is how they make ice for ice sculpures.

 

Which is probably why it's been sixty + years since Niagara has frozen solid. It took and exceptional winter to do it. Right AT the falls, the water is not deep at all. Freezing the top of the river happens every year, but the pressure usually keeps the falls from freezing completely right at the drop-off. If it gets cold enough to close the edge solid despite the pressure and fast moving water, the river backs up and stops flowing, making it easier to freeze back away from the falls. But moving water freezes every year up north.

 

Don't know were you got this one, for it isn't the truth at all, and hey you have to listen to me for I live in CANADA........EEH I have seen city workers in Edmonton Alberta digging through perma frost 13 feet down, hence the name Permafrost.

Sorry Matacumbie -- completely wrong! The engraver did his best to represent the Canadian Flag which flew over Parliament before 1965. It was referred to as the Red Ensign and displayed a miniature of the British "Union Flag" in the upper left corner and the Canadian Coat of Arms in the lower centre-right. It was similar in design to the current Ontario Provincial Flag and the current Manitoba Provincial Flag. So you can see how an American might be excused for such an error. Sadly, the Canadian two dollar bill has been replaced in circulation by a two dollar coin.
