Someone Please Help Gpu Pcie 4.0 Running At 1x Speeds

System specs All components are new.
O.S-- windows 10 64
cpu-- ryzen 5600
mb-- Asus tuf B550 gaming plus
gpu-- Sapphire nitro+ 6700XT
ram-- Silicon power gaming series 3200mhz 16gb x2
boot drive Samsung 1TB 980 pro

GPU seems to be locked into 4.0 PCIe x1 speed verified by AMD adrenalin and GPUz running games does show no automatic adjustments to speed are made
Things i have tried:
bios update to newest version
set all pcie slots to gen4
set GPU bios to performance mode through onboard dip switch.

I just don't know what else to try do i have a bad motherboard? what else can i try? please help!
