First open Control Panel and click on Sounds and Audio devices. The volume tab is first. Put a check/tick in the box that says Place volume icon on the taskbar. You'll need to click apply before you close the box. While at the volume, be sure the slider is halfway or more to the right so the sound will be heard. At least you will have your icon back on the taskbar.

I'm not sure about what to check regarding the silent browsers. I saw lots of posts with the same problem but only one solution, which would not apply to you. The poster had the speakers plugged into the wrong spot on the soundcard.
