anyone know of any good, free to download sound effects applications?

What do you mean by a sound effect application?

Do you mean somthing you can use to record sound effects, or a library of sound effects, or what?

 

if you want a library of sound effects you'll probably just have to look around on the internet. try www.dogpile.com's audio section.

 

If you want high quality ones, you'll need to buy a CD or use the services of a sound-effect library, typically owned by sound recording companies, film companies, broadcasting companies... etc. They will usually let you take a number of royalty free high quality sound effects for a certain price.

A sound effects processing program, totally different. Look for Adobe Audition (eugh, i hate that program), Cool Edit Pro (the earlier version of audition before adobe bought them out), Cakewalk, if youre on a mac "Sound Effects", Sonic Foundry Sound Forge.... the list goes on.
