Speakers and headphones sputtering, static

This is one of the most frustrating problems that I have encountered. My speakers and headphones (both sets) will spit out static, cracking, and sputtering when connected to any of my jacks. This includes my Sound Blaster card and the onboard sound card. Same exact issue with both cards and all jacks. All static.

The crazy thing is that when I hook up the computer via HDMI to a small tv the sound is just perfect and there is no static at all, just when connected with analog. Any advice here? The monitor that I have now only accepts DVI and I can't get sound through it anyway and the TV I hook it up to doesn't look right. I just want to be able to play games without hearing that constant static, any ideas?

Running win7 x64, 12 gb ram, i7 quad core 2.67 ghz, ati 5600 series card.
