Hi there, I've been having this problem for the past 48 hours. I live in a Virginia Tech dorm, and we have two ports for ethernet cables, one for my roomate, and one for me. We should have the exact same speed, as does everybody else on campus. All of a sudden my internet speed dropped dramatically. It is unbearably slow. I thought it was the port so i switched ports with my roomate by switching the ethernet cables in the box. The same slow speed on my computer and the same normal speed for his. I tried going to my friends dorm room next door and plugged his ethernet cable into my laptop. The speed worked perfectly like normal. I went back to my room and now switched the actual ethernet cables connecting our two machines to the internet. I plugged his into my laptop and my ethernet into his computer. That did not work and had the same results. After this, I decided it might be a problem with my ACTUAL computer. Mind you, his computer and my laptop have pretty much the same performance. Everything on my laptop works perfectly (applications, speed of manuvering through Windows) except for my internet speed. I updated my virus definitions, did a virus scan, came up with nothing wrong. Then I did a spyware and adware scan and got rid of the little bit of adware on my hard drive and tried the internet again. It was still slow. I cannot think of any other reason for why my internet speed is so slow. The ONLY reason why it is slow is from the combination of my laptop + it being connected in my room. Please help me if you can, it would be much appreciated.

By the way, I did speed bandwidth tests on my laptop and a couple of my friends computers using http://www.bandwidthplace.com/speedtest/ .
The average after many test were:
    My laptop: .4 Mbps
    Everyone elses: 5 Mbps

    Please help. Thank you.

Most likely the Campus admins have throttled the connection per your MAC of the laptop. Even if you connect to another Ethernet port as you have demonstrated, the speed will not change, due to you are throttled by connection per your MAC on your Laptop. Only advice I have is either talk to them and find out why you are throttled (possibly you got a email per such and did not read), or it was in the TOS that you signed at the start of School, and did not catch that part.
