Speech Control Panels & language Bar Problems

Hi i hope u can help me i've been everywhere for help/soultions including all the speech articles at ms.com other forums searched the net no answers found i'm so frustrated i'm ready to give up on answer/solutions to this problem. i am only a puter user don't know abt geek stuff at all use layman english please.
I have winxp home edition SP2 installed on dell inspiron 2650 notebook.
processor=1.80 gigahertz intel pentium 4-8kb primary cache-512kb secondary cache. bios=phoenix tech A05. 256mb installed mem. hdd=20gb. have external hdd 120gb-this info from belarc advisor.
hdd (Had 30gigs) died in jan had new hdd(has 20gigs) installed the puter shop installedl dell & ms stuff from cds these are oem cds all data lost i reinstalled all my applications to new drive. installed SAPI4 (spchapi) & the control panel(spchcpl)-installed these 4 speech engines:1=Lernot&HauspieTTS3000 english u.k. 2=L&Htruvoice eng u.s. 3=msSpeechSynthesis english 4=msSpeechRecognition 4.0
Problems=speech control panels & language bar are different than on old hdd. Speech Properties panel has only 2 tabs= text to speech and other (No Speech Recognition Tab?) only 1 voice can be selected SAM. the other tab shows button to click for sapi4 contol panel clicking on this shows another panel with a speech tab and the panel displays all of the above installed speech engines the L&H & msSpeech Synthesis are listed as Output and the msSpeech Recognition 4.0 is listed as Input.
All have several voices displayable in them. Buttons at the bottom only allow the msSpeech Recognition 4.0 access to click on them the other engines can't access training or mike buttons they stay grayed out. Why can't i access these buttons for the other installed speech engines? Why only 1 voice selection in text to speech panel? The language bar is different only shows 3 panels now=EN-?-Restore/options arrow. It should show 6 panels=mic-dictation-voice cmd-panel w/balloon-tools-small tab w/-&v. How do i get all of these panels back in language bar I hope i gave all the info needed to help me with these problems. You folks are my last hope to fix these problems. Thank You
