Speed Difference: Is It Normal?

For lack of better title, I opted for that one.
And I am not entirely sure, if it is hardware related,. or possibly software.

I like watching my friends stream their games, and I stream myself as well a bit, just for fun.
Recently, however, I noticed an increased difference between the stream if I use my mobile, or my PC: Sometimes I run both at the same time to check it over, and mobile is always faster - it's quite common for streams to have some delay, but on my end I have a much bigger delay than the other viewers of the same stream. When the average is about 0 - 10 seconds (depending on the streamer's settings, network, etc), the PC easily kicks up to 20 seconds delay.

PC is connect through a cable, the mobile is using my WiFi.
Is there a reason, why there's such a big difference, even between both my devices in my own home? If yes, can I fix it?

There are a lot of factors, but the quickest way to see what is going on is tracert on those devices and see the hops and the timing.

Okay, so I ran a tracert to Twitch, as that is the destination / source.
For mobile (Android device, using Ping Tool) it kinda worked? See screenshot (if it works...)
PC it ran as per screenshot

 

Not much to see there, but like I said it can be many factors. I'm guessing that twitch doesn't stream full (HD-4k-8k) video to a mobile device. That would make the data smaller - faster, think of it as transfering a 4gb file vs 4kb.
