    Does this work?

Speed up your internet connection with DNS caching
Changing your settings under Windows 98/ME

To configure Windows to use the local DNS server instead of the one provided by your ISP, you'll need to change the setting and specify the address of your local server.

Open the Control Panel and click on "Network"

    Highlight the entry for TCP/IP
and then click on the Properties button.

Select the "DNS Configurations" tab and enable DNS.
Then enter 127.0.0.1 into the box and click on "Add".
    Then click the OK button.
Your computer will now use your local server for all DNS lookups.

the only problem with that is any new site you go to that is not cached will not route for you and if you dump your DNS cache then you're out of luck.

I recommend modifying your host file with the IP addresses and domain names of common places you visit. This will speed up your initial "finding" of the site a bit.
