I have a laptop and now the apt. mate is getting one but refuses
to get a splitter. I want access to my laptop whether shes on hers
or not. I am preety much a comp illiterate and living in Tokyo.

What kind of splitter would I need so we can access our own laptops
when we choose, and what is the cost of one. I have 2-3 months
before I move out and problem solved but until then I want access
when I decide not someone else.

    Can anyone help?

Please define "splitter" in your scenario.

As I understand your situation, you will both have laptops and there should be no issue. You will have access to your and she to hers.

As I posted Im preety much a comp illiterate.
I know nothing about splitters just that it would
allow us to use our laptops separately but at same
    time.

Have no idea which one to buy, how much they cost
    or how to install one.

    Thanks.

Laptops are individual units that do not require any extra equipment to run on an one on one basis. You should feel free to login to YOUR laptop without fear of being stopped from doing so just because your roomy has a laptop too.

Now, The only thing I can think that would require some splitting of any kind would be your ability to use the internet.. is that what you're driving at?

Yes, both need full access to the internet each day.

a splitter in the sense that you're referring to will not work. A phone line splitter only allows a collateral off the phone line (if you're using dial-up). I'm not aware of any hardware that will allow you to dial up with two laptops over the same phone line. Sharing a phone line in the way you would like to share it would be dreadfully slow for both of you ,to the point that it would be moot.

Now, if you have broadband access like cable or DSL , then there are ways to share a connection.

Please specify what kind of internet service you use. :)

Then all you need to purchase is a router. This device will allow you to both be connected to it and in turn allow simultaneous connection to the cable internet.

Netgear makes a good 4 port router. If you would like more information on routers, just ask. I have to head to class right now or I'd explain more.

It's very likley NETGEAR sells in Japan. If not I'm sure that cable routers will be sold somewhere near, if not by the company that provides the cable. even if the cable company will not sell you a router, they might be able to give you an idea of what models are compatible with their service.
