spp.dll and other Win7 files missing

    I'm running Windows 7 Ultimate 64 bit, SP1. About a week ago, I had a BSOD. I rebooted and CHKDSK ran. It found a few indexing errors but said it fixed them. This happened again a few days later. I rebooted, ran IO Bit Disk Doctor and it found and fixed a few errors. Rebooted again and re-ran Disk Doctor - it showed a few different errors this time.

    Realizing that the existing hard drive may be close to failure, I pulled it and cloned it to a new drive using a stand-alone dual-drive cloning bay.

    The good news: Disk Doctor now shows "no errors found."

    The bad news: Windows will not update and system restore will not work. The message I got was "spp.dll" file missing.

    I ran system file checker. It was unable to repair many missing or corrupt files (see attached report).

    Other than doing hours of manual editing in command prompt (http://support.microsoft.com/kb/929833) is there any way of fixing this without wiping the drive and doing a total reinstall of Windows? I have all my personal and program install files backed up; however it will take me hours to reinstall all of them.
