SQL and act

hi all,

i searched site for this but found nothing so i hope someone can help. i am having a sqldumper issue everytime i boot up. few things,

1. what is it and is it needed.
2. i have ACT! on my computer i tried to uninstall but am still finding it in my component services as disabled
3. most of what i seen it lookes like both of these are linked.

i seen alot of members ask for this so i already did this.
