Start Up Probelma's

I've had this problem for some time now. But I'm sure someone here knows how to fix it, so here it gose. PC-Asrock P4AL-800, w\Intel P4 and
512 MB Ram 400 OS-XP Pro. Nortons SW 2005. I like It!!!

But when I Start UP I get this message that my PC is somehow
Missing Program Files. Not sure how that happens. It gose on to tell me were it's missing and the name of the file.

Missing File: "C:\Program Files\Common
Files\Install Shield\Professional\Run Time\0701\Intel32\Dot Net
Insaller.exe" cannot access a necessary file, "mscoree.dll."


Has any one got the Answer. Thank You....
