Start up problem

When I start my Dell, the big Dell screen flashes on, then I get a black screen with blue Dell emblem in upper right corner. It has "Copyright 1996-2000 Intel Corp.....Legacy Keyboard detected, Leg. Mouse detected, USB Legacy enabled. Press <Del> to resume." Hitting Del, Windows comes up and everythings fine. It's just a pesky problem. Occasionally, the big Dell screen just stays on. When I hit Ctrl/Alt/Del it acts like I have a floppy in and I have to do a hard restart. I had this problem a few years ago and it just resolved itself. It's been back for a few months now. I have a Dell 4100, it was an ME with XP upgrade. Any ideas?
