Steam won't work

Counter Strike seems to play fine thru the servers, but when I connect thru "Steam" It all starts OK but when it comes time to buy weapons I get a dark shadowed screen with nothing in it insted of the screen to purchase weapons, then its locked up.
I've tried Steam from the CD set, Counter-Strike™ 1 Anthology & from the "steam" web site. both downloads acted the same. I just put the computer together, Win98se with all the updates,
