Sticky mouse with Win XP

Hi, im new to the forums, major geeks has helped me a GREAT deal over the times, but anyways it goes like this..

I recently formated my laptop, and installed the drivers to the new OS (saved drivers before formatting) and for some odd reason my mouse glides fine then suddenly "laggs", i have no idea why, the drivers are the same as always, the mouse is the same as always, ive tried 4 different mice, ive tried my laptop "touch pad", ive uninstalled the touchpad afterwards, that wasnt the problem, ive been told the mouse refresh rate was to fast, but its doesnt make any difference, im just stuck with ideas.

this is really stressing me out and i think it may be somthing stupid?

any ideas?
