Still won't work!

Ok, so recently my friend got a new graphics card. A Geforce 4000 MX for the pci bus with 64mb of memory. He was getting terrbile fps while playing counter strike which he couldn't even run in openGL. I advised him to get a new graphics card, nothing fancy, just something that would let him play counter-strike. He installed the graphics card and I switched around some of the video settings in cs hoping it would make it run better. He's still getting around 30 fps. And thats when i'm running him on openGL at only 640 x 480. I've checked a lot of the video settings on his computer and windows seems to be recognizing the new card. He also has directx 9.0. Whats going on here?

 

How fast is his processer / memory

PCI is terribly slow compared to AGP. Sounds like he has an older system if he doesnt have a AGP slot.
