Stuck on Safe Mode Screen

I did a manual shut down on a Toughbook CF-29 running Windows XP Pro. When I rebooted the computer it loaded the Safe Mode Screen and I tried to open it in safe mode. After it looked like it was cycling through loading in safe mode it brought me back to the same safe mode screen. I've tried Windows Normally, Safe with Networking, and safe with Command Prompt and I always end up back at the safe mode screen. I even tried loading the Recovery CD but it won't over ride the safe mode screen. Being a technotard I need detailed instructions........Thanks
