stuped comp

ok idk if i put this in the right spot but its the only one that looked right. i turned my comp on this moring and it got me to the desk top, loaded the wall paper and thats it there are no icons or toolbar start menu nothin its all gone i cant hit the window key or anything whats right with my computer and how can i fix it.

What OS, and any specs on the machine you can find...had you done anything recently that it hasn't worked right since...i.e. installed a game or some other program?? Etc., etc., etc.....

dell pent. 4
256 mg ram
40gb Hard drive
widows xp service pck 2

no the last thing i did on my computer was browes the internet.

after my first post i restarted my computer to see what would happen i got this meesag:

Well no i havnt but idk how to start in safe mode.
I have norton go back on my computer and i tryed going back to a date that it was working on and it still isnt working.

 

once im in safe mode what should i be looking for/at?
it started normaly liek it should i safe mode but im not sure as to waht to do.
