Suspicious. Reg.exe? Chinese? TODO?

Hello everyone.

I just wanted to know what you all think about this file I find suspicious. It calls itself reg.exe but I don't know what it would be doing in that folder (please see image).

Norton scanned it and thought nothing of it. But why does it have to have some Chinese characters in the description? and be hidden? What is this "TODO"? Is the Password Utility folder a normal location for this file?

I disabled it as you can see, and nothing different happened (that I could see) while entering my password.

Also, this machine has Windows 8.

Please help. Let me know even if it's nothing at all.

Looks like junk. Uninstall it. I did find files coded by them to be flagged as malicious, on the net. Here's one link.

Not much info on the net. I wanted to install and run a few apps but could not find download links! Went nuts translating Chinese to English. :-D

Just uninstall it.
