   WinME: The SPF program is no longer running on startup. Can someone explain why & how to restore, PLEASE????

   Probably because a virus shut it down would be a good bet. System Restore wont help you here. I would do some complete scans, from safe mode, to see if you can remove the bugger. Start here and let us know:
