system restore on XP

On an XP in Spanish I can't restore System restore because receive message: "System Restore been deactivated by Group Rouling, contact your Administrator".
On Google I've found: "Go to Start, MyPC, Properties, click on Tab 'activate Restore' ; but I don't have one, don't find a tab to restore System Restore.
So PLEASE can someone tell me how to reactivate System Restore on a XP?

And this is a home computer and you are the administrator?

Beer comes here in bottles of 6 ounces still can't reach bottom before gets warm. Sweatdrops are falling all over the keyboard causing a short.
