System Restore will not launch

Cpu usage was consistent 100%
System booting and restarting extremely slow.
I cleaned up MSCONFIG.
I share this with wife and kids. I believe someone loaded something bad though I can't figure out what it is.

I want to open system restore and hope that by going back in time it will cure the problem but system restore will not open. I click it and no response. Apps open fine'

I am running XP Home SP2

Any suggestions?

The System Restore Service is not running—Open Administrative Tools, click Computer Management, and then click Services and Applications. Click Services, and double-click System Restore Services from the list. Verify the service is started and running. If not, under Service status, click Start and change the startup type to Automatic.

It's also worth running an Adaware scan as they pick up a lot of spyware. It's free for download and a nifty little program.
