Task Manager Help

Whenever I press CTRL, ATL, DEL to open the task manager, all that I get is a monitor of CPU activity, nothing else. There are no tabs or anything else. I want to be able to close programs that are not responding. Any help is greatly appreciated.

I just figured it out, sorry

For those of you who were wondering, double click on the border of it

 

In my task manager i have a process running called ioloDMVSvc.exe.........when i go to end process on said file it says access denied unable to end process...........now ive also noticed i have some iolo files on my system in C:/ drive that i cannot delete also anyway i can get rid of these files as i do not even have System Mechanic anymore on my system!!
