Taskbar Not Working Properly In Windows 10

    I have a hp laptop running Windows 10 and recently the taskbar has stopped working properly. For example, when I click the windows button in the bottom left corner it will not open unless I right click it, and even that is not guaranteed. Also, when I try and select the search box no cursor appears to allow me to start typing something in there. I'm also unable to change my volume settings.

    I found this webpage offering help on how to fix the problem: http://www.thewindowsclub.com/taskbar-not-working-in-windows-10 . Using method 3 I created a system restore point and opened Windows Powershell. The guide says to open Powershell by pressing the Windows key on my keyboard and typing "powershell". Apparently I should then see a Powershell desktop application which I should right-click and select "Run as administrator". This did not work for me, so instead I pressed the Windows key + R, typed "powershell" into the box, pressed enter, and went straight into the program that way. I then copied and pasted the command the guide suggests into the Powershell window and pressed the enter key, but a message came up saying that access is denied. The guide does not say what to do if this message appears, and I'm wondering if it's because I had to open the program differently to how the guide suggests.

    Please can someone let me know where to go from here. If it means abandoning this method and trying something else (the two other methods the guide suggests seem unsuitable for me) that's fine because so far all I've done is create a system restore point.

    I installed the program and opened it, went into safe mode and did step 1 by switching off my laptop and unplugging the cable. I wasn't sure about the battery part because I've never taken it out before, but I switched my laptop back on, no longer in safe mode, and strangely the taskbar seems to be working fine now. I can do the things I couldn't do before such as type in the search box and change my volume settings. This problem had been going on for a while, and I'd switched my laptop off and back on again plenty of times since the problem started, so switching it off and back on again alone can't be why the problem is now fixed. I did a whole computer scan this afternoon with Malwarebytes and AVG, and cleared my history and temporary files using CCleaner. No malware or viruses were found, but having removed all the temporary files followed by a restart of the laptop earlier, maybe that's what has fixed the issue. If the problem comes back I'll use the Tweaking program to fix it. Thanks for sending me the link.

    With a laptop, removing the battery,(and then holding down the start button discharges any residual power), and many a problem is fixable by that simple trick- Sometimes will fix a blank screen.....

    When that happens I just reboot. I've noticed it happens while window is still loading and I hit the start menu, it opens and disappears, then will not open again.. I just reboot and wait for it to load then it works fine.
