Telnet Issue "I think"

    I have a user on a network that cannot access a server via telnet. He is able to use Outlook/Internet and other programs no problem. I am also not able to ping his ip address or remote into his machine. The problem only occurs when he uses telnet to attempt to access the one server. Any suggestions.
