TES: Oblivion Console

Heya,

Well, I bought Oblivion a few days ago and talked a friend into it a day or two ago. Personally, the console come up fine and everything works without a hitch. However, my friend's console refuses to engage. So after a few forum reads, we tried the suggestion of enabling it in the .ini file and adding -dev to the shortcut. Well, with high hopes we ran the game and.. no go. Still no console. So again, we took to the forums. It finally dawned on me that it was her OS (Windows Media Center) - and a few people seem to have issues. Unfortunately, no one provided any help as to cure this plague. So I figure I'd ask around here and see if anyone has any suggestions on how to remedy the situation. Any help is vastly appreciated.
