The Text formatting command is not available. It may not be installed
    correctly. Please install outlook again".

The above error messag is coming whenever I open any e-mail. Client is
outlook 2003 on vista. Also IE does not display
blank page even if it is set to about blank.

I am not sure about Vista but when I open email in Outlook I cannot access the icons on the formatting toolbar. They are all greyed out. As for the error message maybe you should remove Outlook and reinstall it. Use Add/Remove programs and then run Ccleaner..http://www.majorgeeks.com/download4191.html both the cleaner and the reg cleaner function, and then reinstall Outlook. I am not sure the option is ever available though because I cannot access it on mine. I am still trying and will repost if I find away to access it.

I am pretty sure the problem is about IE 7,
because outlook is using ie to decode html messages,
anyway i made a reinstall of the operating system, :(
as i could not reinstall ie7
