TheBestOffers Won't Leave..

I've tried everything and I can't delete TheBestOffers so that the pop ups will stop. I went to the Add/Remove Programs and clicked remove and it just took me to the website and gave instructions on how to delete it. The only instructions that it gave me was to go to control panel and delete it from there...this I had already tried to do. Is there another way I can delete it because the control panel just keeps taking me to the same place and giving the same instructions.

Kudos on all of the help by the way. This site has helped me a ton with a lot of things concerning my crappy computer.
